Board of Trustees

Of the

Jericho-Underhill Water District

P.O. Box 174

Underhill, Vermont 05489

October 1, 2003 to September 30, 2004

The Jericho-Underhill Water District provides drinking water and fire hydrant access to approximately 875 people within the District. During the past year the District supplied an average of 50,000 gallons per day. This amount is 10% higher than recent experience due to leaks and new construction. During this period, except for an incident related to the construction of the new tank, the results of State required water tests consistently met water quality standards.

Also, during this period four new customers were connected to the District mains.

For the past year the Board and Staff have concentrated on the Poker Hill Water Main Extension and Tank Project work. The low bidder for this work, N.L.Chagon, Inc., began work in November 2003 and reached substantial completion in July 2004. The water main extension and new tank have been tested, placed into service, and new customers connected. The Board and District are indebted to Marc Maheux, our chief operator, for his extensive effort and for the skill with which he represented the interests of the district, and coordinated the work of the engineers and contractor. Work continues on this project to complete punch list items, finalize the project drawings, obtain state certification, and gain experience in operating the expanded system.

The Board again with the help of Marc Maheux working with the Towns of Jericho and Underhill on their Park Street and River Road sidewalk project has moved several hydrants, replaced worn out customer shutoff valves, and replaced or insulated water lines susceptible to freezing. Also, in conjunction with work on the Willow Lane bridge, a hydrant has been added to the system.

The Board continued to maintain the infrastructure of the system. In particular several hydrants were painted, several customer shutoffs were replaced, lightning damage was repaired, and the District responded to customer concerns including water taste, and frozen water line situations.

Dwight DeCoster has returned from the Afghanistan conflict and will resume his position as Meter Reader. The Board thanks Debbie Fowler for doing this job during his absence. Also, during Dwight’s absence, the board appointed Launey Eldred as Collector. Paul Selsky of Underhill has been hired as Assistant Operator. The Board continues to seek members of the District interested in serving on the Board or as an officer of the District.

The District web site is located at “http://water.jerichounderhill.com”. The Board holds regular monthly, public meetings on the Saturday before the first Monday of the month. These meetings are held at 8:00 am in the basement of the United Church of Underhill located on the green on Park Street in Underhill Flats. Members and voters of the District are encouraged to attend.

Respectfully submitted,
