2011 Annual Report

Annual Report

Board of Trustees

of the

Jericho-Underhill Water District

P.O. Box 174

Underhill, Vermont 05489

October 1, 2010 to September 30, 2011

The Jericho-Underhill Water District provides drinking water and fire hydrant access to approximately 315 connections representing about 800 people within the District. During the past year drinking water supplied to the District averaged 51,100 gallons per day, which is a typical average for past few years. During this period the results of Vermont State required water tests consistently met water quality standards.

Last year the District completed several ARRA (American Recovery and Reconstruction Act) projects and applied for payment under the voter authorized $145,000 loan.  To date the District has received $139,506.10 of the loan and is working with the state to receive the remaining $5,493.93.  Federal money will cover 57% of this loan.

The District did not sustain reportable damage as a result of tropical storm Irene in the August 27-28, 2011 timeframe. District backup systems worked as planned during Irene and on other occasions.

System repair and maintenance during the year included: repairing the side and replacing the roofing of the storage building, finding and repairing a leak on Palmer Lane, replacing a fire hydrant damaged by town snow removal, painting the storage building, routine system flushing, hydrant painting, locating water lines and coordinating with Vermont Gas Systems on gas line installations, repairing water treatment injection pumps, backflow devices and injectors, and other tasks.

The Poker Hill tank was hit by lightning on May 27, the Friday before Memorial Day resulting in catastrophic damage to the booster pump controls and electronics. A backup pump was installed temporarily in the booster building to maintain system pressures. The booster pipe header was upgraded and expanded so the backup pump could be installed and available permanently as a backup. Other system improvements included: installing a dehumidifier at the control building to reduce rusting and corrosion of plumbing and equipment, moving the radio transmitter for tank level to the Maple Ridge tank and  installing a new directional antenna to improve tank level signals.

The District continued its daily and periodic testing of system water. The District is now testing chlorine automatically and obtains a complete record of chlorine levels entering the system. An inventory and listing of District engineering drawings was completed.

The Board wishes to thank its employees and volunteers for their work through out the year. The District also thanks the two students who painted the storage building as a community service project.

If you are a resident of the District who would be interested in serving the District as a trustee, officer, employee, or volunteer please contact the Board. The Board asks District residents and customers to report water related irregularities such as leaks, wet spots, pressure swings, taste concerns, color concerns, etc. In the past customer reports have been the key to finding leaks and solving problems.

The District website is located at http://jerichounderhillwater.org and contains information including regulations, test results, and water usage reports. The Board holds regular monthly, public meetings on the first Monday of each month. These meetings are held at 7:00pm in the basement of the United Church of Underhill located at 7 Park Street in Underhill Flats across from the town green. Residents and voters of the District are welcome and encouraged to attend.

Respectfully submitted,
